Sounds to me like your pins are all mixed up. Did you download the correct manual? Every mobo has a different pin arrangement, for some stupid reason.

You mean the 20+4 pin power plug?
I think the 4 pin is required when using pci express... Hence why I asked if you have a video card, or if you are using integrated graphics.
If no video card, don't use the extra 4 pins. If you are using a video card, I think the motherboard needs the extra power.

It could be you're psu, but if you dont have a spare you'll find out with you're next build.
And it can be a flat head or Philips so long as you can bridge the 2 pins together, but only for a second till it starts.
If you have done that and nothing happens its you're best guess to troubleshoot. RAM, PSU and even try a PCIE Graphics card.
$17 for a PSU. Well thats gotta be loaded with shitty CrapXon caps... If even one of those capacitors fail the PSU will wreak havoc on you're system. It may explain why you're system wont start properly.
Try spending 40-50 dollars on a decent brand.
