It takes more "resources" (effort) to strip an admin than to not. Unlike politicians, admins are unpaid volunteers.
For example: My nieces are girl scouts, and my sister in-law is a troop leader, so she got thousands of cases of girl scout cookies delivered to her house a couple of weeks ago. She asked me to help unload the truck and organize the cases for the parents who were coming to collect them. She said the truck would arrive at 9 AM, but I worked until 10 PM the night before and had trouble sleeping that night, so I ended up sleeping in, and was almost 2 hours late. Did I get fired? No... In fact, she asked me to do it again a few days ago.
Likewise, just because an admin doesn't play several times a week doesn't mean he's a shitty admin. It does, probably, mean he'll forget how to aim, but that's got nothing to do with the price of tea in China.

Even volunteers get laid off, if not active. I didn't say anything about an admin showing up every so often. I said admins that don't show up to play on the server at all. They are no longer active and no longer need admin status if they are not showing up on the server.
As for "resources" (effort) to strip an admin of their duties, easy, like Michael Jordan says: "Just Do It!" It takes no effort to strip one of admin status that is not showing up on a server to do one's duty. This is the same way companies rid people who don't perform their duties that the company hired them for. Kind of like my company, in which I just came back from a trip in which I had to lay off a full NOC, except for those who applied for transfers elsewhere within the company in different locations that my company decided to keep. Then they closed the whole building down and sold it off to another company for use. Same thing with a volunteer group I volunteer for, if you don't get certified for this or that, or volunteer to perform your duties, or show for meetings, you will be let go, and will have to reapply for membership status and go through everything all over again. So even volunteer work you can be let go from for different situations.
I never mentioned anything about how an admin performs in the server for game play. You don't have to be a great player to be a good admin, but I would expect that if you are an admin for a particular server, that you at least show to perform that volunteer duty for the sake of the server and it's community of players that use it. If you applied for admin position on this forum, and was granted admin, that hopefully means you either play on the server, or at least obs the server, and are aware of the particular on goings that happen on the server, and that my friend has everything to do with the price of tea in China, it's showing the community that you are doing your part for it to keep TRIBES ALIVE!

Oh yeah, I forgot we had tab menu options to edit the admin list, even for offline admins.
