If you look at the background area in the red circles and the color of the curb, you can see that adding blue is the correct way to go.
The dress is actually blue & black....shot with a poorly color-balanced camera.

Another example of how your brain can be fooled into thinking colors are different than what they really are:

The top and bottom of this object are the same shade of grey.

Don't believe me?
Hold you finger up so it blocks the area where the joint is...

Your brain tells you that objects in shade should be darker, so when it sees a contradiction to this, it assumes that they are actually 2 different shades of grey and over-compensates.
