Just roll em onto the decking and then lower it. Then they could swim back over to their wheelchair and raise the decking back up.
I'd make the stairs rise/fall independently from the rest of the pool, so everyone else can continue swimming while wheelchairs are elevated in and out of the pool.
Also, looking at the hot tub... There's an inner circle and an outer ring... I'd make those rise/fall independently, too... So I could choose to have a kiddie pool, hot tub with 360 degrees of bench seating, or a very small lazy river... Hahaha

i bet there are places in the world, where seeing this kind of thing on a walk would feel normal. like some rich societies where people play with these things like toys.
