Vulcan and Light Armor

The vulcan is essentially perfect right now. I love what has been done with it. I've noticed though that it doesn't seem to do much damage to light armor. I'll shoot an angel as much as I shoot a titan with it and the angel will take almost no damage at all.

Correct!
Tank shredder deals damageValue = 0.055;
Rogue angel can take maxDamage = 0.30;
Without the damage scale, 6 tank shredder bullets will kill an angel.
The damage scale for angel and bullets is 0.1, so it takes 55 tank shredder bullets to kill an angel.
The way I justify it in my head, is by comparing angels to ghosts... You're lucky if you can damage them at all.
