What if how the damage inflicted by Laser Turrets was based on how close/far you are from the Laser Turret.
Ex. 10m away=1 unit of damage, 1m away=10 units of damage.

Yeah, but don't they shoot you the instant they "see" you. So then they would kinda always do minimum damage if that is the case.

Yes and no.
If there are no obstructions, and you approach from the direction the turret is already facing, it will shoot you the instant you cross the maximum range.
However, if you approach from behind, they actually turn quite slowly.
If you are hidden behind a wall, then it will shoot you when you peak around the corner, which might be very close.
This suggestion would significantly nerf laser turrets when deployed outside, even though they already have a fairly short range.
I've always thought their range should be extended, based on average visible distance, since that's how lasers actually work.
However, they should not instantly damage you. They should cause a tiny amount of damage, and fire very rapidly. So the longer you are exposed to the laser, the more you get burnt.
This would also make it easier to spot the random buggers, deployed in the middle of the map.

Do the lasers track you if you are out of range, then fire on you once in range? And if so, do they see through walls to track you?

Don't believe any turrets can track through walls. As perr said, if you peak around the corner you can see them track you. Going into 3rd and looking around the corner you can see they stay at that position until you peak around again.

they will track you behind deployables tho, like blastwalls and force fields.
