I'll hit somebody with a sniper shot and not hit the player in the player it explodes like she had been grazed.
and this happens several times, miro easy shots near the middle of the player and not hit

Think of the server as a referee, who has the final say on whether or not a baseball player was tagged out.
In an actual baseball game, there is reality, and then there is what each person thinks they saw.
In a video game, what the server thinks they saw is reality, and what the players see can be effected by lag.
For instance, if player 1 shoots player 2, and sees an explosion, he thinks he hit player 2, but player 1 might have lagged, and not received the information that player 2 zigged instead of zagged, and therefor avoided the projectile.
When the next packet of information is received from the server, player 2 is still alive and well, and not where player 1 thought player 2 was, and player 1 is pissed off.
There are two solutions to this problem.
1) Play with your client side prediction settings to reduce the frequency of non-registered hits.
2) Don't live in fucking Brazil.

It's been like that since the particle beam grew wings and learned to charge. It has just now become a problem for you? Sometimes the laser misses but the target still dies, sometimes the laser hits but the target still lives. It is part of the game, and something you just have to accept.

netset 10/10 , would recommend
