i'm saying the autoweld feature could be enabled via personal options. Hell maybe even a client side script?

The solution is obvious.
1) Pitchfork release = auto welded (only if shooter = target owner, or friendly admin).
Then, only owner, enemies, and admins can grasp this deployable.
2) Pitchfork boost (while grasping deployable) = release without welding.
Anyone can grasp this deployable, now.

This wouldn't prevent blockers, as they would still be able to deploy their own deployables, then weld them into place.
The only difference would be that it auto welds, when you release the pitchfork, rather than requiring you to boost the deployable to weld, and if you want to release without welding, you would boost instead of not boosting and releasing the trigger.
However, regardless of whether you flop the weld function and the release function binds, base blockers will still have to use unpitchable deployables, such as plasma floors, jump pads, and turrets, to thwart admins and teammates, but their names will be on such items, so it'll be easy to figure out who to punish.
