That's up to upper Mgmt. I don't know who or how many already have admin, and with the lack of players, we could possibly be getting over our heads with admins. Pretty much the only admin I see on day and night is assasin. He is either using his current name or "a" due to if he uses his name he is being flamed while on the server. As for giving new admin to a player who has not had it yet, that could be costly. I was on the LT server the other night and this person was given admin by the owner of the server. This person never had admin before, and was pausing the game to grab a quick smoke. Everyone was pissed. He didn't even know what he was doing until he came back. The only problem, he didn't learn from the first time, and did it 2 more times. He then started switching people from one team to another. Myself included, after I already capped the flag a few times for my current team. None the less, I was not p'ed off and switched back. Later people started talking to the owner who gave admin to this person, and it was stripped. He did not give the privilege justice with the amount of abuse he was doing with it. So if it get's opened back up, is there going to be a review of ALL admins and then a reassignment? Or is there going to be new one's added to the existing list?

Personally, I have two conflicting opinions on the matter...
I believe, the more the merrier, while simultaneously believing we shouldn't need admins at all.
In other words... Ideally, it would be impossible to break rules... For instance, team damage settings can prevent team killing, but then again, it doesn't prevent boosting teammates off of floating bases so they fall to their death... I scripted welding to prevent teammates from dismantling your defenses, but that also helps assholes block up their own bases...
So, since there's always either a loophole in the douche prevention scripts, we need admins... Meanwhile, one admin can be a douchy dictator, so multiple admins would be better...
But then again, I'm a little out of touch... I haven't seen what problems the server has had to endure recently.

Well, from what I've seen nothing really with current issues, besides Fish coming on and doing what he does best, and seeing every so often people boosting teammates.
But you mentioned teammates not able to dismantle defenses placed by another teammate. I haven't personally seen if this can happen, but I've seen people move covers for defenses exposing them so the enemy can take them out easier.
As for an admin that is acting as you call a douchy dictator, they shouldn't have admin to begin with.

True, however, power corrupts, so if we have two few admins, they'll eventually become dictators. More admins means less douching, all around, because they'll be monitoring each other, as well as the non-admins.
Like I originally said, I'd prefer to have no admins (due to no need for admins), but there's loopholes and bypasses to every script that can be written to enforce the rules. Plus, the more you restrict game-play, the less fun/realistic the game is. This is why the LT servers I tried back in the day had team damage enabled. It made the game more difficult, more practical, and more fun, to those who were precise enough not to mass murder their teammates until they got voted off the island. Besides, enabling team damage in Annihilation would be detrimental, considering the number of large radius explosive weapons and their frequency of use.
So we need at least some admins, but the fewer admins there are, the more corruptible they'll be... So we need lots of admins, so there are not only fewer times when there are no admins on the server, but also fewer times when there is only one admin on the server.

No power doesn't always corrupt, depends on the person(s). I could name an extremely long list in which people(s) were and still are in a power position in which no corruption has occurred, ever.
And yes, you need admins on all servers to monitor game play and the people playing on the server. Like you said yourself there are loopholes and bypasses in scripting and coding which is why admins are needed.
As for how many are needed on a server during gameplay, you only need one, not many. If the person was assigned admin, they should be trusted with carrying out that duty on the server. If not, why do they have admin?
It's kind of like being in the service or with a company with a hierarchy in which there is a chain of command from the top to bottom. Multiple people within the hierarchy meet and make a decision on an issue(s), but the final decision comes to the one at the top. So yes, there should be admins, but they should all have limits on their abilities. There should be one with super, and the rest that goes down with different abilities. If someone with admin abuses this, it should be immediately stripped and never reassigned to them. I also believe that every so often a review of admins should be done for each server listed to verify if someone with admin abilities is still playing on that server(s). Each admin should have a contact to verify if they are still available and if they are still monitoring the server(s) they have admin rights to. If not, their admin rights should be revoked and either reassigned to someone else, or wait for that review to reassign admin rights. As for the previous statement about seeing past names of players that come onto a particular server, not only should the admins see this, but everyone should see this, so if an admin is not on the server to take action against someone, let's use Fish as an example, the players could vote on Fish knowing he is on the server, due to knowing what he does to gameplay while on the server.
As for people who have admin that could be abusing the power they have, there should be an area on any forum to report admin abuse. It would be easy to find out if the person reporting the issue took a screenshot, or reported the time the abuse happened, and the log's of the server could be verified. If the abuse was warranted, then the issue could be nullified, but if the abuse was overboard, the admin abuser would be approached and asked as to why. If they couldn't respond with a proper answer, then they would be put on suspension for a time, and the group of admins would vote to see if that abuser would keep their admin rights or loose them. If the group of admins couldn't decide, then the super admin would make the final decision. Just like our Government, Legal System, etc.

I agree with most of what you said, so I'll only reply to what I disagree with.
I disagree with having a maximum limit of admins, and therefor locking the admin application forums.
I disagree with stripping admin simply due to inactivity, and think there's no reason to monitor inactivity anyway.
The only reason you should ever strip admin is abuse of powers, and I disagree with permanent stripping. Most people learn from their mistakes, and permanent punishments don't encourage reform.

Well, with as long as I've been online with admin situations, not just gamming, but other things. You should not have an abundance of admins, it can/will cause issues eventually among admins and whoever else is a member of whatever the situation is part of.
Why let someone with admin keep it if they don't play on the server anymore? That's a waste of resources, and they are not administering with what their assigned duty is. They've abandoned their duty, and it needs to be given to someone else who will carry the duties of the office due to being involved with the situation that the admin duty calls for. That's like saying let's elect a politician into office, but they go on vacation during their whole term, using the taxpayers money and let's the office runs itself. Doesn't work.
As for stripping admin rights, yes, I agree with you about taking them away if the position is abused, but depending on the abuse, depends on the punishment. If the abuse is minor, then yes, they should be put on probation and then reassigned the position, but if they continuously keep abusing the position, they should at some point be stripped completely of the position and never be able to retain it again.
